KT, SK브로드밴드, LG유플러스에게 IPTV 사업자 재허가 결정
IPTV 3 Companies Receive 7-Year Renewal License from the Ministry of Science and ICT
The Ministry of Science and ICT announced on the 22nd that it has decided to renew the licenses of KT, SK Broadband, and LG Uplus, the three major IPTV (Internet TV) providers, for the next 7 years (from September 24, 2023, to September 23, 2030).
The Ministry of Science and ICT has been operating the "IPTV Service Provider License Review Committee" in accordance with Article 4 and Article 5-2 of the Internet Multimedia Broadcasting Act, and conducted a closed review from the 5th to the 8th.
The Review Committee consisted of external experts in six fields: broadcasting, communication, media, law, management, accounting, technology, and viewers/consumers, to ensure expertise, objectivity, and fairness. The evaluation results showed that KT scored 379.29 out of 500 points, SK Broadband scored 385.54, and LG Uplus scored 368.53, all meeting the renewal criteria (350 points or higher).
This renewal review is the third since the initial issuance of licenses in September 2008. The three IPTV providers have operated their businesses for the past 15 years, ensuring stability. However, due to the emergence of global OTT (Online Video Services), the paid broadcasting market has reached a state of stagnation.
In response, the Review Committee engaged in in-depth discussions on content usage fees determined through voluntary negotiations based on the principle of good faith between contracting parties in the paid broadcasting market. As a result, the Ministry of Science and ICT has established and disclosed objective criteria and procedures for calculating content usage fees to ensure fair and reasonable distribution. The companies are also required to submit investment performance for outstanding content every year.
Furthermore, efforts have been made to establish concrete coexistence measures with small and medium-sized channel providers (PP), and guidelines such as the "Guidelines for Declaration and Correction Procedures for Paid Broadcasting Terms and Conditions" have been established to protect users rights.
As the renewal licenses have been granted, it is expected that KT, SK Broadband, and LG Uplus will continue to provide quality IPTV services and contribute to the development of the paid broadcasting market.
