Korean Deputy Minister Resigns Amid Controversy Over Luxury Apartment Purchase

Lee Sang-kyung, the Deputy Minister of Land, Infrastructure and Transport, has expressed his intention to resign following a controversy surrounding his purchase of a high-priced apartment through a gap investment method. The Ministry announced on the afternoon of the 24th that Lee had formally submitted his resignation.
Reports indicate that Lee presented his resignation to Minister Kim Yoon-deok around 8 PM on the same day, with the final decision on his dismissal resting with President Lee Jae-myung.
Lee previously appeared on a YouTube channel to explain the governments real estate measures announced on October 15, which designated all areas of Seoul and 12 locations in Gyeonggi Province as regulated areas (speculative overheating districts and adjustment target areas) as well as areas requiring land transaction permits. During this appearance, he addressed criticism that the October 15 measures harmed actual homebuyers by stating, "People are stressed because they are trying to buy now. If the market stabilizes and prices fall, then it is okay to buy."
This statement faced backlash, as it appeared to disregard the anxieties of those without homes, who had previously relied on government assurances to curb housing prices and ended up feeling financially distressed. Public sentiment against him grew, particularly within real estate communities.
The situation escalated when it was revealed that Lee owned a luxury apartment in Bundang, Seongnam, valued at around 3 billion won. As allegations emerged that he purchased this apartment through gap investment, public opinion shifted against him, deeming his conduct inappropriate for a senior official in charge of housing policy.
The October 15 measures include the designation of extensive regulatory areas to tighten loan regulations and implement two-year residency requirements for purchasing homes in these areas to prevent gap investments. Lees spouse had previously entered into a purchase contract for a 117-square-meter apartment in Pangyo, Bundang, last July for 3.35 billion won, further fueling the controversy surrounding the deputy minister.
