High Percentage of Government-Supported Animations Remain Unfinished in South Korea

Recent reports indicate that approximately 60% of animations supported by the South Korean government have not been properly produced for over five years. Concerns are rising regarding the increasing percentage of projects that receive funding but fail to reach completion, highlighting a decline in government oversight and management of these initiatives.
According to the Animation White Paper released by the Korea Creative Content Agency on the 24th, among the 77 animations that received government production support in 2020, only 42 projects, or 55%, were completed. The situation worsened in 2021, where only 35 out of 76 selected animations, or 46%, were finished. The completion rate further dropped to 40% in 2022 and plummeted to just 35% in 2023.
Overall, from 343 animations funded by the government over four years, only 148 projects, or 43%, were completed.
The Korea Creative Content Agency, a subsidiary of the Ministry of Culture, Sports and Tourism, allocates approximately 30 billion won (around $25 million) annually for animation support, conditional on completion within six months to one year. However, nearly 60% of the funded projects have failed to meet these requirements. Many companies have exploited the lax budget management, receiving government support only to later shift their business focus. There are numerous companies that consistently collect funding without producing any animations at all.
One notable case involves Eco Pictures, which completed a short animation boot camp run by the Korea Creative Content Agency in 2021. Following this, the company received government funding and released a preview video for an animation titled Bread Lion. However, due to the inability to secure additional investments, the company abandoned the animation project. Currently, Eco Pictures is producing energy-related videos on YouTube using AI voice technology.
The growing trend of unfinished animations raises questions about the effectiveness of government funding and oversight in the animation industry, prompting calls for stricter management and evaluation of supported projects.
